Research Biography

As an Honorary Fellow at the Flinders Health & Medical Research Institute (FHMRI) at Flinders University, Andrew actively contributes to advancing the Institute’s goals of embedding economic evidence into healthcare planning and delivery. He is currently a Visiting Fellow at the École des Hautes Études en Santé Publique (EHESP, the French School of Public Health), which is the official French school of public service responsible for postgraduate education of senior health sector executives.

In addition to his research and teaching responsibilities at Flinders University and EHESP, Andrew is an Honorary Fellow at the Australian Institute of Health Innovation (AIHI) at Macquarie University. He is an Associate Editor for the International Journal of Technology Assessment in Health Care, a member of the Health Technology Assessment International (HTAi) Early HTA Terminology Working Group, a mentor at the Macquarie University Innovation Incubator, and serves on both the Professional Services Panel for the Government of South Australia and the Health Economic Service Panel for the Commonwealth Department of Health.

Previously, Andrew held roles in strategic evaluation, planning, and change management within the UK National Health Service (NHS) and South Australian state government. He has also acted as an expert evaluator for Australia’s Pharmaceutical Benefits Advisory Committee (PBAC) and the Medical Services Advisory Committee (MSAC), and served on the Population and Health Services Research Ethics Committee (PHSREC) that oversees data-linkage projects across NSW Health.

A graduate of the University of Adelaide with a Bachelor of Commerce and a Bachelor of Health Sciences (Hons), Andrew is a Fellow of the Australasian College of Health Service Management (FCHSM). He is currently completing a PhD in economic evaluation under the supervision of Professor Jonathan Karnon and Professor Hossein Afzali, with an expected completion date in early 2025.
