Description
BaptistCare are seeking to co-develop a Monitoring, Evaluation and Reporting (MER) Framework for their community housing portfolio, including an underpinning Theory of Change to understand and guide action for the organisation.
BaptistCare’s community housing portfolio comprises some 700 social/affordable dwellings which provide stable housing mostly for older people and single parent families, with priority given to people who have left domestic violence. Baptist Care NSW/ACT recently merged with BaptistCare WA who don’t have community housing assets but do provide retirement living options.
BaptistCare’s community housing portfolio includes properties where there are contractual obligations to the Department of Communities and Justice (DCJ), properties that sit under the National Rental Affordability Scheme (NRAS) and some self-funded properties.
BaptistCare’s accommodation site in the Northern Rivers area of NSW is out of scope for the project as this accommodation option is temporary/transitional and a disaster response (flood).
This proposal may represent stage one of a larger project BaptistCare may commission, which could involve undertaking a similar process at the organisation-wide level or for one or more of their large community service portfolios (which operate across multiple sites).
