An Exploratory Study into the Use of Personal Education Plans for Looked After Children

Abstract

This qualitative study examined how Personal Education Plans (PEPs) support the educational outcomes and achievement of looked-after young people. The research aimed to identify both the strengths of Personal Education Plans and areas for improvement in their implementation.

A semi-structured interview methodology was used with four participants aged between 12 and 15 years, all of whom were living in foster care placements.

Analysis of the data indicated that the young people interviewed believed that living in local authority care had a positive impact on their educational achievement. However, participants demonstrated limited awareness of their Personal Education Plans. The findings suggest that young people in care should be supported through individually tailored approaches, with clearly identified support networks so that young people understand who they can turn to for assistance.

Findings of this research were presented to the North Tyneside Children's Services Fieldwork Manager in September 2024.
