Abstract
State borders are political constructs. However, these political processes are undergoing fundamental changes that are having a major impact on how states manage borders. "Bordering" processes, traditionally determined by territory or historical events, are being disrupted by the effects of technological innovation and globalization, enabling the movement of people and goods on a scale that is unprecedented in both scope and reach. The Canada Border Services Agency (CBSA) is the federal government's expert agency in border management. This chapter is driven by a tension: how to reconcile the mounting "aterritorial" challenges the CBSA confronts in the era of globalization with its mandate of ensuring the integrity of Canada's borders.
