Abstract

There are two things always to remember about corruption-first not all corruption is the same, and second, some places are more corrupt than others. Corruption affects administration differently in different settings. This chapter explores these notions and sets out a framework to study corruption in public administration and lays the foundation for this book which analyses corruption as different types, activities, sectors and places.
