Abstract

To further affirm Vietnam’s position in the international forum, the Vietnamese Government released the first draft of its forest carbon policy (Draft Decree on Forest Carbon Sequestration and Storage Services) in June for comments from relevant stakeholders. This milestone demonstrates the Government’s strong commitment to implementing the NDC and the Vietnam Forestry Protection and Development Strategy for the 2021–2030 period, with a vision to 2050. The draft has been warmly welcomed by domestic and international stakeholders as the clearest demonstration of the Government’s priority and institutional credibility for Vietnam’s forest carbon. It also sends a clear signal to the international community that Vietnam is committed to sustainable forest management, fully capable of mitigating and adapting to climate change, and competing for high-quality forest carbon investment.

In order to provide information and scientific evidence for state agencies to consider in the process of developing and completing the Forest Carbon Decree, 24 experts from 16 domestic and international organizations with many years of experience in implementing forest carbon globally and in Vietnam have worked together to review and synthesize the necessary information and recommendations to develop this report. The report analyzes the contents set forth in the Draft Decree and provides information and scientific evidence related to this issue in the world and in Vietnam so that policy makers can consider necessary adjustments that are appropriate to the actual context, while preparing Vietnam to anticipate trends and shape the future carbon market.
