    Abstract

    It would have rendered the two-term Howard Government as something of an historical interlude.

    It should focus on two other occasions when it lost its third election in a row. In 1955, Herbert "Doc" Evatt led Labor to its third defeat in a row.

    Like his hero Menzies before him, who also faced strong state Labor governments at times, it is Mr [John Howard] who will govern the country.
