Abstract
In recent times public sector governance around the globe has undergone significant
changes. Governments of varying political and economic persuasions have
introduced major reform programmes seeking to tackle some chronic problems
facing the public sector and to improve their performance in line with the rising
expectations of their citizens. While shifting political ideologies and emerging
theories have provided some recipe for reforms, the changed local and international
context characterised by fiscal pressures and growing criticisms of the
large and inefficient public bureaucracy has added much force thereby accelerating
the process of change.
