    Abstract

    Freedom of expression is a fundamental human right, and is an aspect of the rule of law, which developed in the modem time. The idea of freedom of expression, as it is now articulated under international law and in the legal systems of modem nation states in Europe and elsewhere, is part of the political theory of liberalism, which was born in Europe in the late 17 th century. Freedoms of expression and belief are rights that have different versions within modem liberal systems.
