Abstract

Despite international recognition of access to the internet and information as a basic human right, the Government of India continues to employ internet shutdowns in the country’s northeast region; citing a need to prevent violence and misinformation. This tactic doesn’t just restrict communications but has many unintended consequences that affect ordinary citizens as well as the economy. Are internet shutdowns effective, or should the government explore other means to ease tensions while keeping citizens informed?
