Abstract
The period under review was a critical one for the incumbent Liberal government led by Premier Steven Marshall. Elected in 2018, the Marshall government was battling on a range of fronts, as it tried to build up political capital in the run-up to the imminent state election in March 2022. The Liberal government was facing pressures from three main areas: the Covid-19 pandemic, the associated budgetary pressures, and ongoing issues of party management.
