Abstract

Implemented in 2018, the Adelaide Zero Project (AZP) is aground-breaking pilot centred on ending rough sleeping in the inner city of Adelaide. Bringing together a group of inner-city specialist homelessness services (SHS),state and local government agencies,and other key stakeholders (including universities) in a relatively tight collaboration, AZP set an ambitious task of ‘achieving and sustaining Functional Zero street homelessness in Adelaide’s inner-city by the end of 2020’. 1 A range of elements defined the AZP model and actions,focused on person-centredness and a housing-led response, guided by the five conditions of Collective Impact as a framework for change:
•a common agenda
• continuous communication
• mutually reinforcing activities
• backbone support
• shared measurement.
