    In 2007 in a short essay contributed to a book titled Law and Liberty in the War on Terror, Phillip Ruddock, former Australian Minister for Immigration, quoted Sir John Latham, a former Commonwealth Attorney-General, who he says ‘liked to quote Oliver Cromwell’s statement on security matters that “being comes before well-being”’ (quoted in Ruddock 2007: 3). In echoing the very essence of biopolitical governance he says ‘the necessary premise of any constitutional order and system of government is that people are alive.
