Abstract
In 2000, then United Nations Secretary- General Kofi Annan posed a stark question to the General Assembly in the aftermath of the 1999 non-UN-sanctioned NATO intervention in Kosovo. The intervention in Kosovo was said by many to have been illegal but legitimate under international law. Kofi Annan asked.
