Abstract
The care and control of children who have committed
offences, or who are identified as being "at risk" or in need of
special programmes is a matter of continuing debate and
concern.1 One of the declared objectives of the South Australian
Department for Community Welfare is —
to promote the welfare o f the family as the basis o f
community welfare, to reduce the incidence o f disruption
o f family relationships and to mitigate the
effects o f such disruption where it occurs.
