    Abstract

    During a third term, government policies start to get ingrained. If the Howard Government is re-elected, it will confirm a significant and probably permanent change in direction for national politics and public policy. In a whole raft of areas -- taxation, industrial relations, welfare policy, environmental management, education and training -- the Howard Government has been putting programs into place that are changing the way that government interacts with Australian society.

    That's why this is a crucial election. While a two-term Howard Government would be an interesting historical event, a three-term Howard (or Howard-Costello) Government begins to look like a dynasty.

    On national security, competition policy, rural and regional matters, I would not expect a Beazley Government to be much different from a re-elected Howard Government.
