    Abstract

    Article from the Special Refugee Issue of the UNIVERSITY OF NEW SOUTH WALES LAW JOURNAL - political situations in Iraq and Afghanistan resulting in the large flow of refugees from these countries to Australia - Australia's international obligations towards these refugees who have not gone through the normal refugee channels in seeking asylum - Australia's policy of a two-tiered system of refugee protection in which temporary protection visas are given to refugees without valid travel documents may be inconsistent with Australia's obligations under the 1951 Convention Relating to the Status of Refugees.
